Since 1993 the Hall's have lived and served in leadership in the former Soviet Union. They founded Latvia Bible College Ministry Center and participated in the planting of many churches throughout the country of Lavia.

They now serve as Assemblies of God Country Coordinators, while living in Western Russia.

Their works includes: Networking the minsitries of the Russian Pentecostal Church with that of Assemblies of God missionaries; church planting/home group developemt; conducting pastor/leadership seminars and conferences across Russia.
